Bluff Road Widening, Phases I and II

Parrish & Partners is providing on-call design services for the Richland County Transportation Penny Program in South Carolina.
The overall scope of the Bluff Road project includes widening Bluff Road and installing curb and gutter, sidewalks, and a multi-use path for bicycles. A closed drainage system was designed to alleviate area flooding while avoiding numerous underground utilities and major duct banks, as well as a railroad line.
Public involvement and environmental permitting tasks are important aspects of this project due to Bluff Road serving as a major thoroughfare adjacent to Williams Brice Stadium and the State Fairgrounds near downtown Columbia. Additional challenging aspects involve the close proximity to Williams Brice Stadium during University of South Carolina’s football season. Staging of the construction activities must take into consideration the surge in ADT and traffic flow during fall weekends for home games.
